首页 Departments Community Development Building SolarAPP+ Automated Solar Plan Review SolarAPP+ Automated Solar Plan Review Instant Solar Permits Now Available through SolarAPP+ The City of Lake Forest is excited to partner with the National Renewable Energy Laboratory (NREL) to launch an automated, instantaneous Solar Permitting platform for contractors. SolarAPP+ (short for Solar Automated Permit Processing) is a software program designed by NREL that can be used to verify code compliance for residential photovoltaic (PV) projects. Effective September 25, 2023, all eligible PV projects may be submitted, reviewed, and approved in the SolarAPP+ program. The SolarAPP+ program is only available to appropriately-licensed contractors to obtain eligible PV building permits. SolarAPP+ automatically performs a compliance check based on inputs supplied by the contractor to ensure the proposed system is safe and code compliant. The SolarAPP+ software will check the submitted information based on the current versions of California Electrical Code, the California Residential Code, the California Fire Code, and all local City of Lake Forest amendments. Before applying for an automated solar plan review and solar permit, projects must follow certain requirements. At this time, SolarAPP+ is designed to provide a code-compliance check for the majority of residential, roof-mounted, retrofit photovoltaic systems. To see which systems are eligible, please refer to the Eligibility Checklist. Only projects that conform to this list are eligible to use the automated SolarAPP+ portal for instant permitting. Projects that are not eligible for SolarAPP+ must be submitted for in-house plan check by the City of Lake Forest. For questions, please contact Building & Safety Services staff by email. 1. Eligibility to use SolarAPP+ Main Dwelling Rooftop, Permitted, Residential structures only. No Ballasted Systems. Any changes to Main Service Panel requires a separate application, permit and fees. You may submit for a MPU permit in-person or email the filled-out electrical permit application along with the SCE spot sticker to the Building email. Located in City of Lake Forest jurisdiction. Must be an appropriately-licensed contractor that has previously registered with SolarAPP+. For a full list of requirements, please click here. 2. Submit for Automated Review Through SolarAPP+ Register through the SolarAPP+ Registration Webpage. Submit your project through SolarAPP+. Pay the processing fee charged by SolarAPP+. The fee is currently set at $25. Download the approval documents. You will need to upload them into the City's online permitting portal, eLakeForest, when applying for your permit. 3. Apply for SolarAPP+ Permit Create an account and log in to the eLakeForest portal. Click "Apply" and choose "SolarAPP+ Residential Solar Permit". Add the address, first with the search option, before entering manually. Enter in the permit details (description, square feet, valuation). Provide three required contacts (applicant, contractor, and property owner). Provide general solar details (including required SolarAPP+ Approval Number). Attach the required documents. Review your information before submitting. After clicking "Submit", wait for about 30 seconds as the system creates a new permit record. For instant permit issuance, click "Add to Cart" and "Check Out" to pay the project invoice via MyGovPay (3.29% processing fee). You will receive a confirmation email receipt along with the attached permit. Schedule an inspection once the work has been completed. * If you require a main panel upgrade to accomodate this solar installation, you will need to pull a seperate Electrical Permit with the City of Lake Forest. *You may submit for a MPU permit in-person or by emailing the filled-out electrical permit application with the SCE spot sticker to the Building email. *Important note: Inaccurate or incorrect attachments will result in delays or the revocation of issued permits. No refunds will be issued for revoked permits. 4. Schedule an Inspection To schedule an inspection for an active permit, please visit the eLakeForest portal or call the automated phone line at (888) 890-6298, and follow the instructions. NOTE: The required inspection type for this permit is SolarAPP+ (IVR Code 188) 5. SolarAPP+ Revisions Submit your revision through SolarAPP+ first (solarapp.nrel.gov). You will be provided with a revised SolarAPP+ Approval Document. The initial processing fee charged by the SolarAPP+ website covers up to three revisions.
