Home Departments Public Safety Safe Lake Forest SAFE LAKE FOREST The City contracts with Flock Group, Inc. (“Flock”) for automated license plate reader (“ALPR”) cameras for the Orange County Sheriff’s Department (“OCSD”) to use in investigating and apprehending crimes that involve vehicles. Homeowner’s associations (“HOA’s) can also purchase Flock or other ALPR systems for their own use. HOA’s and neighborhood groups use ALPR systems to investigate instances of mail theft, vehicle break-ins, property damage, and vehicle accidents that occur within neighborhoods. In most cases, HOA’s provide local law enforcement with access to their cameras to help apprehend crime and facilitate criminal investigation. The City does not endorse Flock or any other specific brands of ALPR systems, but the City can help HOA’s and other neighborhood groups looking to make their neighborhood safer in the following ways: The City and OCSD can advise HOA’s and neighborhood groups on the upfront and long-term operating costs of ALRP systems. The City and OCSD can help HOA’s understand data sharing and access protocols that HOA-owned ALRP systems can have with local law enforcement. The City and OCSD can advise HOA’s on where ALRP’s can be placed within property the HOA manages to ensure coverage efficiency. The City can form maintenance agreements with HOA’s in the event HOA-owned ALRP cameras must be placed on City-owned property.
